Score Refresh Process
- Latest eligible source years are detected for each active source system.
- Ingestion jobs load and upsert observations at state and county level, with city projections when required.
- Combined Score and signal-level score snapshots are recomputed for all supported geographies.
- Ingestion and score status records are published to the monitoring endpoint and status page.
